Many places offer this. It’s called a legal services plan. The specific services you get vary from plan to plan.
Why waste money? Lawyers are whores. They are in oversupply. When you need one, no problem finding one.
The sole reason to do that is the Trump Doctrine. If getting a divorce or after stiffing a contractor, hire ever attorney in the county for a brief time. That way, the other side cannot find a local lawyer.
