All complaints against a lawyer are handled by your state’s Bar Association Board of Overseers. A detailed (typed) letter to it will get some action and will be taken seriously.
Depending on your case you may want to find a lawyer to file suit against the first one. It will be hard as very few lawyers will sue another lawyer. (Just as sharks don’t kill lawyers out of professional courtesy.)
If this is a labor/pay dispute your state labor board will help.

It varies from state to state. The best place to start is with the state bar association. They will tell you what you have to do.
Just go and find the attorney who compete or who are not in good terms with that one you want to make a complain.
